If you are a Local Authority or Highways Authority and your development site has a public water main or related equipment you might need to make changes to enable your project to move forward.

According to Section 185 of the Water Industry Act 1991, you have the right to request these changes, building directly over water mains or related equipment is not allowed.

This process, known as a Water Mains Diversion and our team is here to help you design and implement these diversions. To get started, simply fill out our application form with the sections relevant to your project. At the beginning of the application, you will be asked a couple of questions to make sure you get the right application.

Our Process & Requirements for Local Authority/Highways Diversions

C3 Highways Diversion Application

We'll send you a response, including map and budget quote.

  1. Submit your C3 Highways Diversion application on My Development Portal by selecting "I need a Mains Diversion" and selecting the type of quote is Budget Estimate & type of customer is Local Authority. Please include detailed plans of your proposed works, your AutoCAD plan (in DWG format) including site boundary, Line & Levels during and after works, and any information on trial holes undertaken and your letter of authority from Highways so that we can determine if a diversion is required.
  2. We will confirm we have everything needed or request further information to answer your enquiry within 5 calendar days of receiving your application.
  3. After receiving the full and complete information we'll send you a response within 28 calendar days which Includes a map of our apparatus and budget quote.

C4 Highways Diversion Application

  1. Submit your C4 Highways Diversion application on My Development Portal by selecting "I need a Mains Diversion" and selecting the type of quote is Detailed Quote & type of customer is Local Authority. Please include a location map showing the required diversion, your AutoCAD plan (in DWG format) of your works including site boundary, Line & Levels during and after works, and any information on trial holes undertaken, along with a letter of authority from Highways.
  2. We will confirm we have everything needed or request further information to answer your enquiry within 5 calendar days of receiving your application.
  3. We will send the design and cost within 35 calendar days from receipt of full and complete application.

C4 Highways Diversion Payment & Pre-Construction

3. Programme works

We programme your works.

4. Make the site ready

Make your site ready for a check.

5. Site ready check

We check your site is ready for installation.

  1. Review and accept your quotation on the My Development Portal and make payment.
  2. After your acceptance and payment is received, a designated Liaison Engineer will be in contact to arrange a prestart meeting where we will discuss our requirements and confirm the installation date.
  3. Following your pre-start meeting, we will programme your works to be completed within 90 calendar days of payment or later if requested.
  4. Make your site ready for installation and ensure the relevant machine is available to support with the installation.
  5. Ahead of the planned installation date of the new water main, we will attend and inspect your site to ensure it is ready for our works.

C4 Highways Diversion Delivery & Final Accounting

1. Lay new water main

We lay the water main.

2. Test and chlorinate

We test & chlorinate the water main.

3. Final connections

We complete final connections and abandonment of existing main.

4. Final walk off

We complete final walk off with all parties.

5. Final account

We will prepare a Final account.

  1. We will attend site and carry out our mains laying works.
  2. The new main will undergo a pressure test and full chlorination.
  3. Once satisfactory results are obtained, we will attend and complete the final connection and abandonment of the old main.
  4. On completion of works, a walk off will be completed with all parties.
  5. Following a satisfactory walk off, a final account will then be completed.
